It's got to be a problem with a component inside the TV (most likely a transformer, in my uninformed opinion). Your recourses are likely to be to take it to the TV repairman or to buy a new TV. Given that it's a 25" TV, buying a new one is probably the price performer here. It might be worth it to get a quote from a reputable repairman, though.
